Strategy Five: Sound Investments

MCSD will improve student achievement through efficient stewardship of district resources  

Action 5.1: Promote continuous improvement through alignment of district policies, plans and handbooks with the strategic action plan.

Tasks

5.1.1 Establish a process for annual review/revision of strategic action plan goals, objectives, indicators, strategies and actions. 

5.1.2 Annually review/revise the Comprehensive School Improvement Plan to ensure alignment with the strategic action plan.

5.1.3 Annually review the Attendance Center plans of each building.

Action 5.2: Implement a data-informed and results-driven process for decision making within the district. 

Tasks

5.2.1  Develop an internal, systematic process for analyzing data at all levels of the organization, including disaggregating by subgroups and reporting to all stakeholders.

5.2.2 Regularly engage principals, staff members and students in dialogue focused on student academic performance during professional development opportunities, principal meetings, visits and academies.

5.2.3 Fully adopt and model the use of problem-solving protocols that begin with data analysis and are used at all levels throughout the organization.

5.2.4 Develop a consistent system for collecting and communicating district-wide indicator data (formative and summative) that are aligned with plans of the district.

Action 5.3:     Identify funding priorities and allocate resources for attainment of district goals.

Tasks

5.3.1  Align all budgeting and financial board policies to best practices and district strategic initiatives. 

5.3.2  Provide financial reports that support transparency and allow district leaders to monitor use of funds on a monthly basis.

5.3.3 Continue to refine the alignment of the certified budget, working budget and actual expenses.

5.3.4 Utilize software to enhance development, maintenance and analysis of the district budget.

5.3.5 Implement an audit committee to identify priorities and align funds.

5.3.6 Increase transparency of budget development decisions and document by developing a financial resources page on the website. 

5.3.7 Provide administrative resources that support organizational improvement and lead to stability and quality of leadership.

5.3.8 Continually seek additional resources as needed to increase sustainable academic achievement and sustain continuous district improvement.

5.3.9 Develop a routine systematic communication system and feedback loop that will  consistently communicate the progress of the financial condition of the district to all stakeholders of the school communities.

5.3.10 Create and implement a system in which management of resources by district leadership is equitable and consistent with the goals and strategic priorities of the district and all schools, and focused on student learning. 

5.3.11 Demonstrate awareness of how procedures, policies and initiatives impact school operations by reviewing and potentially prioritizing initiatives and tailoring procedures primarily to those that focus on high quality teaching and student achievement. 

Action 5.4: Ensure student and staff access to technology necessary for increased academic achievement.

Tasks

5.4.1 Initiate a district-wide technology audit to include hardware, educational and business software, infrastructure and usage. 

5.4.2 Equitably deploy educational and business software that is aligned to curriculum standards.

5.4.3 Implement professional development plans to ensure educational and business software is implemented appropriately and effectively to support curriculum standards.

5.4.4 Initiate annual review of software applications and systems usage to ensure they are meeting the needs of the organization.
